Anchored by the new CarMax Park, home of the Richmond Flying Squirrels, and a new park, the Diamond District will feature retail, office, mixed-income housing, and a hotel. We hope that all Richmonders, old and new, will find their home base at the Diamond District. The Diamond District brings people together, it strengthens connections and a sense of belonging.

Active by Nature
A new park will include active and passive recreation, creating a new amenity for neighbors from all over the city to enjoy. The Diamond District is vibrant, energetic, and resilient and embraces the joy of activity.
Connected by Design
As a gateway to Richmond, the Diamond District is a connector of our city. It will bring people, nature, businesses and communities together. New streets will connect to the existing street grid and increase connectivity to and through the Diamond District. Located at the crossroads of I-64, I-95, and I-195, the Diamond District is easily accessible to all parts of the Richmond region.
The Diamond District
The Diamond District is a public-private partnership between the City of Richmond, the Richmond Economic Development Authority, and Diamond District Partners, LLC (DDP) to create a new mixed-use community anchored by the new CarMax Park and a new crescent park. DDP, led by Thalhimer Realty Partners, LLC, is the master developer of the Diamond District and has contracted with Capstone Development, LLC and Pennrose/Nix to develop the hotel and middle-income housing, respectively.
PHASE 1A PROGRAM
Phase 1A of the Diamond District will include: 4 new streets, a park, 180-room hotel, 161 middle income housing units at 60% area median, 30,000 square feet of commercial space, and 730 market-rate housing units. This phase commenced in March 2025 and will take approximately 5 years to fully complete.

Whiting-Turner Construction invites sub-contractors to attend a site walk and pre-proposal call to learn about the Phase 1A Roads & Infrastructure work, which includes the underground and surface infrastructure to create a new urban street grid surrounding the new CarMax Park (Road A, Road B, Road C, and Road J).
